Description (partial)

Symptom:
During a failover scenario to a CER Subscriber, calls are not being accepted and will fail with User Busy resulting in them being forward to the number configured under the line for Call Forward Busy.

Conditions:
This will occur if both the CER Publisher and the Primary CTI Manager server are down.
