Description (partial)

Symptom:
Users with the security policy of Jobs->Assign Job Events UNCHECKED, but "view jobs" checked cannot view the job events tab.

Conditions:
Seen in TES 6.1.0.450p, 448m

Recreate:

1.) create user and assign the security policy with "view all" selected after right clicking the "functions assigned" column area. (This should check everything as view privileges)
2.) Make a new job, assign the owner to the created user
3.) Impersonate the user
4.) Double click on the job, there is no job event tab
5.) un-impersonate the user, give them "assign job events", then impersonate and view the job again, you will be able to see AND modify and add job events (this should not be a required security permission just for viewing job events)
