Description (partial)

Symptom:
ASR9001-s Cluster Rack 0 failed to come up after a failure.

Conditions:
ASR9001-S Cluster is up and running.  Rack 0 is power down, and Rack 1 takes over.  When Rack 0 comes up, it doesn't come up, and Rack 1 show this error:

 shelfmgr %PLATFORM-SHELFMGR_HAL-7-BOOT_REQ_FAILED : Invalid Boot Request from 0/RSP0/CPU0 rejected.  Incompatible chassis types
