Description (partial)

Symptom:
The real time client (rtc) process asserts. Not able to open the websetup utility or perform any configuration changes.

Conditions:
System is running version 8.5(4) maintenance release, on the Windows Server 2008 operating system. Problem occurs after un-installing any 8.5(4)ES patch applied to the system.
