Description (partial)

Symptom:
When session manager kill,while recovery it keeps updating the imsi manager in regular intervals.So while updating the imsi manager in regular basis ,imsi manager will assume that low water mark is hit  and will start forwarding few calls.But actually low water mark is not hit and this is due to recovery process.So few calls might be forwarded when session manager is killed after high water mark is reached.
