Description (partial)

Symptom:
On the GUI:  If changes are made to certain parameters and you are not Admin, the changes are rejected and the message "Not authorized" is displayed.  If the screen is refreshed, the original value appears.

On the TouchPanel:  If changes are made to those parameters and you are not Admin, when "Save" is selected the value remains the same (changed), but does not actually update.  If you go to a different screen and back to the screen where the change was made, the new value is still there, even though it hasn't been applied.

Conditions:
HW: EX90
SW: TC 7.0.2

User roles: Audit, User

Customer reports the same behavior in TC 7.1.x.
