Cisco Bug: CSCun68938 - Phone should indicate to the user when no line is provisioned

Known Affected Releases
Symptom: If a DX-series phone is configured in UCM without a primary line the phone cannot register. To the user looking at a phone in this state it will appear as if the phone is unable to contact the UCM server. Conditions: Add a phone to the UCM database but do not configure a directory number for the first line.
