Description (partial)

Symptom:
CUCM drops the QSIG APDU when an INVITE is retried due to timers mismatch.

Call Flow:
Cluster 1 -- SME -- SIP w/QSIG -- Cluster 2

Cluster 2 has "SIP Min-SE Value" set to non-default value
SME cluster has Min-SE set to default (1800)

When making a call towards Cluster 2, the call fails, traces show that the QSIG is stripped from the retried INVITE message.

Conditions:
Timers mismatch causes the INVITE to be retried
