Symptom:
A file may not get uploaded if there is not connectivity or if the file is already uploaded by other endpoints. 

So, the log line should indicate that it may not always be uploaded.

Recommend to change the log line from
'MID $mid File $file_name marked for upload',

To

'MID $mid File $file_name may be uploaded for Analysis if all pre-requisites are met'

Conditions:
Reviewing log files on a system with intermittent connectivity or redundant endpoints
