Description (partial)

Symptom:
After a call is established with delayed answer, the call is disconnected with cause=41 unexpectedly.

When the call is disconnected, the SIPPeriodicReINVITETimer event is seen in the ccm trace.

Conditions:
This issue can be easily reproduced with the following steps.

How to reproduce:
1. Configure service parameters Min-SE:180 and Session-Expires:180 on CUCM.
2. PhoneA places a call to Phone B
3. PhoneB answers 90sec after receiving a call.
-> The call is disconnected with cause=41 unexpectedly 90sec after it connected.
