Symptom:
If multiple devices' orders are changed by scoping inside the individual device scopes and if the whole configurations get committed in a single commit is scope BIOS, the order in which CLI sends the individual devices for commit is not guaranteed to be the same as what user wants. This is a CLI framework issue. Because of this, the final order of the devices may be different than what user desired to have.

Conditions:
This is only CLI specific issue and only for precision boot devices.
