Description (partial) 

Symptom:
A. SIP_A ---- SIP_B (both side support SRTP fallback)
                 Let's say both A and B are video capable. Video Call is established with SRTP initially. 
B.  Video de-escalation occurs from side B. Send ReInvite from B with RTP. Make sure both SIPIF_A and SIPIF_B handle line stack index correctly.

RTP/SRTP flags  for video m line not match with audio as port=0 for video m line.
