Description (partial)

Symptom:
Imsi manager kill will result in all stats getting deleted.So it wont have the record of session managers instances which have reached high water mark and low water mark or in between high water mark or low water mark.So when Imsi manager is killed,stats are not recovered,it starts forwarding the calls to all session manager instances . After a while when session manager will update the the imsi manager about the number of sessions it currently has.Then when high water mark is reached imsi manager wont forward the calls.
