Description (partial)

Symptom:
CUCM falls back from SRTP to RTP in the following scenario when reINV with sendonly/inactive comes in from remote UAC.

PSTN -- MGCP GWY -- CUCM -- SIPT -- UAC

Conditions:
1/ MGCP VGW configured for SRTP encryption:

mgcp package-capability srtp-package

2/ SRTP Allowed checked on CUCM SIP Trunk

Call Flow:
a) Call comes in from MGCP VGW and is extended over SIP Trunk,
b) Remote UA answers, SRTP is negotiated,
c) Next UA puts caller on hold and sends reINV w sendonly/inactive attribute,
d) CUCM replies back w/RTP.
