Description (partial)

The Cisco Content Security Management Appliance (SMA) may stop sending quarantine notifications, and the following (or similar) error will appear in the euq_logs:

This issue is known to be caused by emails with unusual or broken Unicode encoded recipients being quarantines to the End User Quarantine.
