Description (partial)

Symptom:The 'passive-interface default' command under router isis mode may not take effect in a configuration with both ISIS IPv4 and IPv6.  Some interfaces may not be made passive and their prefixes may not be included in the ISIS database.

Conditions:
Depending on the build, ISIS IPv6 registry maybe invoked before IPv4 causing the 'passive-interface default' to behave incorrectly.

Configuration with both ISIS IPv4 and IPv6 maybe affected.
