Symptom:
Symptom 1: messages similar to the following may be seen on an anchor controller:

*osapiBsnTimer: Mar 07 05:59:33.775: #OSAPI-3-MSGQ_RUNNING_HIGH: [PA] osapi_msgq.c:801 Message queue MM_MOBILITY-Q is nearing full. Capacity 1024 Messages 973.

Symptom 2: Foreign controller reporting control and data path down for specific anchor. The anchor reports the foreign as up, even when there is no communication between them.
eping and mping works between the 2 units.

Conditions:
Guest anchor setup.  The foreign controllers' WLANs have their mobility anchors reconfigured while the WLANs are enabled and clients are associated to them.
