Description (partial)

Symptom:
70% reduction in login throughput if IC peer is not contactable.
This will impact in a HA event where a node goes down and all users have to relogin to the other node.

Conditions:
In a 10.5 system that is inter-clustered with a 10.5 system it has been observed that login throughout for a sample of 1000 users degrades from 20 logins/sec to 7 logins/sec when the IC peer is not in a healthy state or is not contactable.  IC buddies exist in the rosters of all users of both systems.

The conditions to occur are threefold (therefore rare)
- interclustering setup with another cluster
- that cluster uncontactable i.e. a HA event has happened on that cluster
- the local cluster has HA event which causes failover
