Summary:  
1. Incoming call toast shows behind of alert, see attached PRT for detail
2. This issue affects accessibility significantly 

Found in: 9.6.0.169367

Step to reproduce:
1. Sign in user with phone service connect
2. Establish a call and then in off network
    -Observe that call preserved
3. Resume network
    -Observe call cannot resume from preserved
4. Get an incoming call

Expect Result:
Incoming call toast shows in foreground ahead of alert

Actual Result:
Incoming call toast shows behind of alert

Conditions:
Log in jabber in android phone
