Description (partial)

Symptom:
in this case we found IP Phone arp entry cannot update on DHCP server.

C1812(DHCP server)-----c2960s-----IP Phone

Conditions:
reload c2960s or sh/no sh the port which connected IP Phone.
the issue not always be seen we can see it about 20%.
