Description (partial)

Can't transfer after set CFwdAll and answer call in same pickup group

Phone load: 9-4-1-0

Reproduce steps:
1. PhoneA, phoneB, phoneC and phoneD.
2. PhoneA and phoneB are in same Pickup group.
3. PhoneA set CallForwardAll to phoneC.
4. PhoneD calls phoneB, phoneB doesn't answer.
5. PhoneA receives group pickup notification messages.
6. PhoneA navigate to "pickup" menu and press Select key.
7. PhoneA ring and answer the call.
8. Now PhoneA and phoneD are talking.
9. Press "Transfer" button on phoneA to initiate xfer, failed.

Note: if replace step 6 and 7 with phoneA off-hook first then selecting "Pickup" menu, the issue can't be seen.
