Description (partial)

Symptom:
The syslog service crashes when trying to restart. The following reset reason is logged in show system processes log details:
<pre>
  Executable: /isan/sbin/syslogd
  Death reason: SYSMGR_DEATH_REASON_FAILURE_EXIT (1)
</pre>
This is followed by a supervisor reload with a supervisor reset reason in show system reset-reason of:
<pre>
    Reason: Reset triggered due to HA policy of Reset
    Service: syslogd hap reset
</pre>

Conditions:
This issue only occurs when syslog service requires restarting. This does not occur under normal conditions. The syslog service only exits when it encounters a particular error condition, namely when kernel space is low.
