Symptom:
after changing jabber user outlook integration is broken

Conditions:
this is reproducible with following steps: 
1. open outlook
2. log in as user A 
3. check outlook integration - result: presence works fine
4. switch user on jabber to user B 
5. check outlook integration - result: no presence bubble 
reg key UpAndRunning is set to have value 0 after step 5 (expecting value 2)
