8945 SIP:no sign in softkey for VVM

UCM version:
PhoneA load: SIP 9-4-1-sr1
Steps to reproduce:
1. add new user on Unity connection
2. first time login VVM
3. go to  audio voice mail to setup the voice mail, end the call before completing the audio voice mail setup
4. the alert to go to audio voice mail still exist, and press proceed, the login screen shows, after input the pin, you will
find no softkey to sign in.
