Description (partial)

Symptom:
Cat3K stack shows wrong VRFName for static vrf routes and arp entries following a switchover.

Conditions:
1. Cat3k booted up with some existing VRFs and associated static vrf routes and arp entries

2. Add additional VRFs, associated static vrf routes and arp entries

3. Save configuration followed by Master reload

4. "Show run" on the new master shows incorrect vrf name for some of the static vrf routes and arp entries
