Description (partial)

After users sign in app via Cisco Expressway, and restart VCS servers, all app's services remain disconnected, although the servers are already up. Users would need to manually sign out and sign in to have all services back online.

1- Sign in app via Cisco Expressway, CUP combined with UCM & VM 
2- Verify all service connected 
3- Restart VCS C&E server -> wait until they're up 
4- Check Jabber 

All services remained in disconnected status even VCS C&E are up
