Symptom:
Editing CPU ACL rules on CLI breaks enablng it on both CLI and GUI

Conditions:
As a extension of CSCun43159, as soon as we we edit any acl rules and re-apply on CPU ACL, we get

(Cisco Controller) >config acl cpu test1

Error! Internal error.


and from there on we cannot even apply via GUI, where we get,

"Error! ACL not pushed to NPU"
