Description (partial)

Whenever an IP end point sends an ARP probe ( With a non-zero target MAC address ) to enable duplicate IP address detection, 3850 replies to such ARP probes with its own mac address that is not destined to itself. This reply has the same IP address the IP end point sent the ARP probe for and switch mac address. This reply packet would prevent the IP end point from successfully initializing the IP stack and results in lack of IP connectivity. 3850, however does not respond to such ARP probes when the target MAC address is set to zero.

For Example:  When a client IP camera/ Printer ( Brother model) sends an ARP probe,  It receives a reply from 3850 and hence it will not complete the IP stack initialization and remain without IP connectivity.
