Internally found

Symptom:
CAPWAP AP sent Deauth frames on new-channel channel change due to RRM DCA.

The same issue is seen with DFS due to radar on 5GHz channel and investigated by CSCum82560.
This bug should tracks same issue for RRM DCA case.

Conditions:
Hardware: CT5508, all CAPWAP APs
Software: ALL
