Cisco Bug: CSCun48024 - ASR1000 SPA is stuck in "inserted" state after rapid multiple OIR

Description (partial)

The problem is seen when there is rapid insert and removal of SPA in a slot on ASR1000. The image in which problem seen is 15.1(3)S ( XE34) release. The problem is not seen in 15.2(4)S XE37 and later releases

Steps to confirm if we are hitting CSCun48024
=====================================
1. Do a Rapid SPA OIR to see if the SPA gets stuck in "Inserted" State ( if it's already not in "Inserted" state ).
2. Once the SPA gets stuck in "Inserted" state, go to system shell using command "Request platform software system shell"
3.On system shell, cd to directory /tmp/rp/trace using command "cd /tmp/rp/trace"
4. grep for error string "inotify add watch" in IOSRP_R*.log* files using command <grep -i "inotify add watch" IOSRP_R*.log*>
if the above yields like below, it confirms this bug:
 05/02 11:17:27.408 [chasfs]: (ERR): inotify add watch /tmp/rp/chasfs/cc/2/1: No such file or directory

5.If the error string is found, we can say that we are hitting CSCun48024

Symptom:SPA in one of the sub-slots of SIP remain in "inserted state" even after the removal and re-insertion. Also the "insert time" does not get reseted even after removal and re-insertion.
