Description (partial)

Symptom:
MWI Envelop Indication is not working for secondary lines, when using TCP as session transport on SIP phones. 

when CUE sends an Notify message, to indicate waiting messages on secondary line, CUCME responds back with an call leg transaction do not exists.

Sent: 
SIP/2.0 481 Call Leg/Transaction Does Not Exist

Conditions:
++ SIP phone registered with CUCME using TCP as session transport. 

++ MWI method in Use: Unsolicited Notify

++ When an message is left for secondary line assigned to SIP phone, CUE sends an NOTIFY message to indicate message waiting. 

++ CUCME responds back with an call leg transaction do not exists, which causes no MWI indication at secondary line on SIP Phone.

++ Behavior is observed on versions higher than 15.2.
