Description (partial)

Symptom:Upon power up or reload the line cards in the router remain unpowered until manually reloaded

Following logs are visible:

RP/0/RSP0/CPU0:Oct  7 12:38:33 ADT: shelfmgr[385]: %PLATFORM-SHELFMGR_HAL-1-PWR_DRIVER_NOT_READY_ERROR : The power module drivers have not reported ready after 80 seconds.
 
Oct  7 12:37:38.223 envmon/main 0/RSP0/CPU0 t1  Failed in envmon_init_power_modules line 8197, error code Resource temporarily unavailable

RP/0/RSP0/CPU0:Oct  7 12:38:40 ADT: shelfmgr[385]: %PLATFORM-SHELFMGR_HAL-6-POWER_REJECTED : Power cannot be allocated to node 0/0/CPU0. 575 Watts Required, 0 Watts Available. 
RP/0/RSP0/CPU0:Oct  7 12:38:40 ADT: shelfmgr[385]: %PLATFORM-SHELFMGR-1-NO_POWER_AVAIL : Node 0/0/CPU0 is kept in unpowered state because of insufficient power.
Conditions:ASR9K running release 4.3.2 with DC power modules

At least 2 power modules do not have any power feeds connected to them
