Description (partial)

Symptom:
In the following scenario, IM & Presence may intermittently set Manual Available as the composed presence status for a user.

1) Jabber user is signed into CUP and manually set Available  status on Jabber.
2) Jabber has Outlook integration enabled and subsequent to setting Manual available, joins an outlook meeting.So the user's composed status is "In a Meeting" 
3) The Jabber client is unexpectedly disconnected from IM & Presence (For example a temporary network issue).
4) When the Jabber client reconnects the composed status should return to "In a Meeting". However, it may intermittently instead switch back to the Manual available status set in step 1.

Conditions:
In recovering presence on reconnection, Cisco Jabber sends in Manual Available and the "Outlook In-a-Meeting" updates to IM & Presence within the same second.

IM & Presence does not treat the "In a Meeting" status as more recent to the Manual available as both arrived with the same timestamp (in seconds).

So it composes an overall user status as Available instead.
