Description (partial)

Symptom:
Reproduce steps:
Two 8945 SIP phones are in encrypted mode.

1.Stop the CUCM callmanager service and let two sip 8945 phones failover to secure SRST.
2. Place a call between the two encrypted sip phones.

Problem:
The callee phone will shown black screen ----- This is wrong.
It should be one encrypted audio call and should not show black screen.

Note:
8945 SIP phone 9-4-1-8 load also has this problem.
