Description (partial)

Symptom:
IPICS Allow Latch option won't reflect in real-time on Android PTT Screen.

This was found on Cisco Instant Connect 4.8(1) on Rugby Pro (Android 4.1.2) to reproduce:
1. Configure IPICS with UMS and add User1 
2. Go to IPICS Admin Console -> User Management > Users > Permission > make sure the Allow Latch option is Not selected for User1
3. Have User1 login to Cisco Instant Connect and Connect to Ch1 (notice Latch is not enabled)
4. Go to IPICS Admin Console -> User Management > Users > Permission > enable the Allow Latch option
5. Instant Connect will not reflect the changes and Latch won't be enabled even after few minutes
6. Latch will show up only after going to talkline list and connecting to the same channel again.

Cisco Instant Connect 4.8(1) 
Rugby Pro (Android 4.1.2)
