Description (partial)

Symptom:
Wrong ReasonForOutOfService after IP address lost

Conditions:
Description:
The ReasonForOutOfService is wrong after an IP address is lost.

Steps:
1. Configure DHCP lease time = 60s on the DHCP server.

2. Power reset a phone.
    The phone restarts and registers to the CUCM.

3. Stop the DHCP server.
    The phone loses the IP address. And it registers to the CUCM with stateless IPv6 address.
    Before registration, REFERs with ReasonForOutOfService = 20 are sent to the CUCM.
