Symptom: Customer is receiving occasional reports of incorrect PCRF behavior from our subscribers and after tracing the problem we have determined this is due to unexpected CCR-Us from the GGSN/PGW with Event-Trigger 26 (USAGE_REPORT). Frame 41: contains the unexpected CCR-U with Event-Trigger 26. The PCRF grants quota but the GGSN later sends a CCR-U with Event-Trigger 26 and NO corresponding usage information. The subscriber has definitely not used up the granted quota. Conditions: 1) Why is the GGSN sending a CCR-U with Event-Trigger 26 and NO corresponding usage information?
