Symptom:
If you have 2 charging actions with same content-id,

      retransmissions-counted
      billing-action egcdr
      flow limit-for-flow-type 1000 over-limit-action terminate-flow

UDP flows are not limited on 150 flows, if more then UDP flows started system discards HTTP flows
