Symptom:
TNC crash on WRC, after PRC2WRC switchover.

Steps to recreate:
******************** 
Have a Topology as attached.
1. Make sure WRC,PRC and REP is up.
2. Shut REP ports on WRC and reboot TNC of WRC.
3. disable watchdong when TNC is booting. make sure WRC is unreachable in CTC.
4. Do Go active on PRC node and perform infra operations on PBR and PTF.
5. Now bringup the WRC and unshut rep ports on WRC do go standby on PRC. 
6. wait for some time and Observe crash on WRC TNC.

repeat the procedure for 4-5 times. in my case its seen in 4th attempt.
