Description (partial)

Symptom:
A Catalyst 4500 series switch running IOS-XE may unexpectedly reboot when making changes to ACL-based features which are applied to an interface (e.g. access-groups, policy-based routing, etc).
the problem occurs in VSS setups only.

Conditions:
This has been observed on all 3.5.x IOS-XE releases. One known trigger is to apply a route-map to an interface.
- This bug occurs when ACL is modified for PBR or WCCP features only.
