Description (partial)

Symptom:
In CWMS documentation, we defined maximum concurrent users capacity for different deployment sizes. However, nowhere do we document what is the behavior if we do hit capacity, and what will happen to that extra user that is trying to join the meetings after the capacity limit is reached. 
1. What if that extra user just dials in? What will be played to the user? 
2. What if that extra user just access the meeting via the Web? What is the message that they would get?
