Description (partial)

Symptom:
homewifi+edge, contact display as available but can't chat.
Check in other's client, it display as offline. when he is online and set in webex meeting.
In android jabber, it still shows available.

Conditions:
Step to reproduce:
1. homewifi+edge, contact display as available but can't chat. (Time:20:21)
2. Check from other test client (jabber for mac, jabber for iphone),it shows offline.
