Symptom:
When using bulk certificate import, it is observed in some scenarios that the phones will restart right after the 'import' step.

Conditions:
was able to reproduce this when doing procedure for EMCC;
Or for centralized/proxy tftp for common files (CSCud18710)

Tested in 8.6 and 9.1
