Description (partial)

Symptom:
Atfer  changing w-online with USCB  using DBC ,cable modem's upstream's report power is higher than peak power .

Conditions:
Assuming US channel X 's peak power in old USBG before DBC is P1, reported power is R1 .And X's peak power in the new US channel bonding group is P2. In case there is   P1 > R1 > P2, channel X's reported power will still be R1 after DBC, then X's reported power  in new USBG is higher than peak power P2, that is not allowed.
