Description (partial)

When LOS-D alarm is raised without being demoted by LOS alarm (typically, when there is no loss of span connectivity but DFB lasers are shutdown by OSRI commands), its severity is wrong

1. Node with CTP card
2. Span connected to CTP card is not broken
3. LOS-D alarm is raised, because of a DFB failure or OSRI maintenance in place
4. OSC or Payload signals are still able to keep their safety cycle closed.
