Monitoring a new call from the beginning is implemented by a polling mechanism in both CVP and IP IVR. RSM establishes a monitoring (BiB) call with the agent
phone only after a call is established. Depending on the polling frequency configuration and other network latency factors, a portion of the beginning of the
call may be clipped, from 0.25 seconds up to two (2) seconds.

The 0.25 seconds limit is only applying to the CVP as we can reduce the "MONITOR_NEWEST_REPOLL_PERIOD" to million seconds. However, in IP IVR, the minimum period is 1 second.
