Description (partial)

Symptom:
Upgrade fails after the installer process has restarted the Standby VSM with the new image.
The output of "show system internal log install detail" will contain the following entry:

<Tue Feb 18 13:47:23 2014> check_state_timer: check_state_timer: State timeout: from INSTALLER_STATE_WAIT_STDBY_READY to INSTALLER_STATE_ABORTING.

The system remains in a state where Active VSM is running the current image and Standby VSM is running the new image. Boot variables ("show boot") are set to boot the new image.

Conditions:
When Standby VSM takes too long to save the upgrade flag in disk, that VSM may get reloaded during the installation process before the flag is set. If that is the case, the VSM may not recognize that an upgrade is in progress upon restart and the proper handshake with the Active VSM will not occur.
