Symptom:
Without the CSS file being used by IE, the rendered page is without "style". The font, format, or organization of the page objects can appear as a more simple style. The page does not match documentation and the user experience is impacted.

Conditions:
Instances of Prime Home behind load balancers instead of Apache.
