Symptom:
EC Site UI: Deleting site is allowed when VASP entry is available

Conditions:
When a Site is created and it has a VASP entry associated, deleting the Site should not be allowed. But currently the UI is allowing to delete the Site. The VASP UI shows the earlier deleted site ID which is no more available and hence the deletion of Site should not be allowed when it has a vasp association.

Steps:
-----------
1. In RNCS Sites UI create a Site
2. In VASP UI create a VASP Entry using the site id created in step 1.
3. Now delete the Site created in step 1.
