Description (partial)

A lot of connections to MySQL server are in TCP TIME_WAIT state.
This means the connection was attempted to be closed but is being kept around so that any delayed packets can be matched to the connection and handled appropriately.

You can see this with the shell command "netstat -n | grep :3306"

Seen in very busy environments and noticed on versions before
